Hi, trying to figure out why I can't select any blue lines to cut for these sections. I am wondering if it is the tris on these surfaces.
Does the blue indicate an error?

Also, why when I do something like a cylinder, the outer edge can be mapped so that it is flat (seams on outer edges and one across to split the ring open), but if I do a ring on the inner part of the cylinder, they map rounded. What I would want is to have them flat like the outer first ring I cut.

No, it indicates an edge or seam in the geometry. By the looks of it, if the blue edges go all the way around, those faces would be detached as separate pieces already. Try using Space-MMB to move them apart.
