Run the licensing GUI, which you can get to by clicking "About UVLayout" at the top of the main UVLayout window. There should be a Test button, which will load a standard torus into UVLayout. Does that work?

OK, can you grab a screen shot of the error?
When loading an OBJ (as opposed to the test torus) UVLayout is running a separate program to convert the file, so it could be that its having problems either finding or running that program, or there might be an issue with the temporary file that's created by that other program.
Back in the licensing GUI, click on "Common Preferences". Click on the arrow next to "Temp Dir" and select a folder that you know for sure that you can write to, then restart UVLayout and try and load an OBJ.
