I'm trying to figure out how to essentially freeze the face UVs so that I can weld the rest of the head on and relax it without the face area changing at all. I want the head to conform to the UVs for the face. I've tried marking the face and pinning all of it's verts down but, when I weld, the edges where the two shells meet move.

You have a point there ... if points are pinned, they probably shouldn't move when welded. Unfortunately I cant think of a work-around, other than moving the boundary UVs by hand on the unpinned shell so they line up with the pinned UVs before welded.

Update: OK, I've fixed this ... pinned points are now respected when welding shells. This will be in the next release, which at this point looks like another beta before our summer break. You can find the beta releases on the uvlayout.com Support Extras page.
