In the Edit panel you can select 0,1,10, for number of edges to tag when C is pressed.
You can also use Shift+C to tag an entire edge loop.
I would like some key combination to switch from the currently selected number of edges, for example 10, to 0.
So I'm happily clicking away with the C key and it set on 10 and I come to a tricky area, instead of having to manually change it to 0 for precision edge selection, I just press, say, Alt+C to temporarily limit my selection to 0. Then when I release the Alt key it goes back to 10.

You might like to try the new "D" mode (in v2.08.00) as an alternate; you use 'C' key to tag the first edge, then drag the mouse pointer in the direction you want the selection to grow.
But to answer the question, you could map the "0" and "10" buttons to a couple of the Function keys. Details are right down the bottom of this page ...
