No, UVLayout is more dynamics based, where the solution is gradually arrived at by applying forces to the mesh ... sort of like a cloth simulation I guess.
From what I understand, LSCM/ABF works by plugging a whole lot of numbers into a huge matrix, and then the single solution is arrived at in one step by solving that matrix.
