Hey I'm not aware of any setting to do this, but it would be great if you could pack based on scale.
For assets with hundreds of bolt, in conjunction with using the segment market polys, this would be greatly appreciated.

Yes. If they are of a similar size, they would get their own box. That box could be within a larger box that was marked for segments.

Its not a single click option, but you can do it with the "Snap / Stack" tools.
Hide everything except the shells you want to work on, then drag one of the small shells to one side, click on the Gather "U" button, LMB click that shell and all shells with matching topology are arranged in increasing size to the right. You can then LMB select all of those shells and add them to a new box, reshape the box, than drag that back into the larger box and repack.
