Hey,
I'm trying to use ctrl+i to snap some uv's and align them, but it's only letting me deselect the edges I've tagged with i. also, any combination of i will not allow me to tag the border edges of a UV shell. I feel like i've done this before, but now i've had this problem on 2 computers.
Am i going crazy? |

Ctrl-I will de-tag all edges if the edge under the cursor is already tagged. Otherwise it'll tag edges in a similar orientation.

Which version are you running? That was the case in versions before 2.01.01. Since then, the I and K hotkeys work on boundaries as well as internally.
