Can't pack in 5 tiles

Hello! Great tool, but I miss something. I try to pack the model into 5 squares (tiles). I made some pieces smaller and made them "local", so they don't scale. Then I fixed all the needed pieces in tiles where I want them to be left (# on them). But when I start to pack, they start to move where they want, obeying the # sign on them. Maybe I do something incorrectly? Thank you!
What I need that the pieces don't resize, and stay in squares where I put them.

I'm not sure why the "#" tagging isn't working for you, but if you want to leave all shells where they are, tick the "Lock All To Tile" in the pack options.

Thank you! The locking doesn't work for some reason. Even if I press it, the shells still move in different udims. As you can see, the shells are resized, though I want the head to be as it is, as I manually packed it.


For some reason I don't get email notifications, though I'm substribed.

Could be its confused because everything is blue (too large). See below for a hidden trick to fixing the global scaling, then see if the packing works any better after that.
