good day,
please refer to the image I've attached, I'm wondering if there is a way to lock shell 1's boundary vertices (under the yellow line) into place, so when I shift-W the boundary of shell 2 to weld it and hit enter, only the edges of shell 2 are snapped and welded to their counterparts on shell 1. The way it does it by default is basically an average, if I'm not mistaken ? Any way to freeze or lock or pin a shell's boundary, when welding another one onto it ? The workaround of this is dragging each vertex to it's twin, which is really not ideal.
Hope my explanation isn't too bad, thanks for any suggestions...

Yes, use Shift-P on one of the boundary points of shell #1 ... that will pin all the boundary points ... then when you weld, the pinned points will stay where they are.
