welding falloff?

hi, is it possible to change or remove the welding falloff?

i have a eye socket in a different shell from the head, now i want to weld it together to the eye but i don't want to touch the eye so the local and inside scaling tools are not an option

a simple welding would work but every time i weld it the vertices on head shell that belong to welding move to adjust to the socket, increasing or decreasing the size of the brushes doesn't work either, how do i do this?

PS: i also tried using the S key on top of the P and it seems to work a little better, some do stay in place, others don't, and if i control Z they never unweld

If you have v2.07.00 or later, then pin the boundary of the eye shell before you weld ... aim the mouse pointer at any vertex on the boundary and type Shift-P to pin it.
