When I drag a shell over another to weld inside, like an eye, the eye shell gets dragged underneath the face shell. Is there a way to reverse this layering? The UV was already on the model I imported, I did not create it.

Normally shells with a smaller area will appear above shells with the larger area. What you're describing sounds like a bug because the eye would be smaller than the whole face.

Anyway, in the current release (v2.10.00) you can use the 'D' hotkey to drop a shell to the "lower" layer ... do use that on the face and the eye should appear above.

Or you can turn on a bit of xray in the Display panel ... that will allow you to see shells that are covered by other ones.

In the coming release (v2.10.01) we've added layers, and that will allow you to move shells to different layers and then order the stacking how ever you want.
