Ran into this a couple of times where shells were too close to each other, I locked one and the Shift-F still bloated it... Meep!

Yep could be a point order thing, I noticed when I tried it in a different mesh that it wasn't producing the same result, but the strands weren't all perfectly squared up but sligh ...
